U.S. officials say the Russians agreed in 1991 to reduce the number of agents in the United States by as much as half. But between 1993 and 1997 the number rose by one third, almost to cold-war levels. Clinton administration aides also raised the issue but got nowhere and probably would have ordered a similar expulsion, sources say.
